Larry Eyer, Executive Director
Larry Eyer has served as Executive Director of KCR since 1979. Prior to joining KCR, he managed Youth Employment, CETA Employment and Housing Authority housing services in the area.
Eyer holds a Bachelors Degree in Human Services from Western Washington State University and a Masters in Public Administration from City University. He has served in leadership positions with several state and local organizations, including: the Washington Association of Community Action Partnerships, Bremerton Rotary, Hospice of Kitsap County, Kitsap Family YMCA, Olympic Workforce Development Council, Kitsap Community Clinic, Kitsap Emergency Housing Services, Silverdale United Methodist Church, and the Kitsap Head Start/ECEAP Partnership.
Irmgard Davis, Fiscal Officer
Irmgard Davis has been responsible for all the finance and accounting and Information Technology functions of KCR for over 15 years, where she manages the finances for the corporation and its LLC’s. Prior to joining KCR, she worked as the Accounting Manager for Ostermann & Scheiwe in Tacoma. A Certified Public Accountant, she holds a Bachelors of Science degree in Business Administration and Finance from Penn State University and a Masters of Science degree in Business Administration and Finance from San Jose University.


Jennifer Allik, AmeriCorps Division Director
Jennifer Allik has been with KCR for close to three years starting with
the Employment and Training Division and most recently promoted to
AmeriCorps Division Director.
Prior to joining KCR, she worked for over five years at Big Brothers Big Sisters in Montana. She was the Vice President in charge of planning and implementing four in-school mentoring programs for at-risk youth. Additionally, Jennifer holds a Bachelors Degree in Sociology, with an emphasis in Justice Studies, and a Minor in Human Development from Montana State University. She is also a 2011 graduate of the Leadership Kitsap Program and is currently an active member on other councils and Boards within Kitsap County.
Jennifer manages and coordinates KCR's community projects and services provided through the AmeriCorps national service program, the Kitsap Younth In Action youth volunteer program, and the KCR Community Service Worker program.
 Charmaine Scott, Employment and Training Director
Charmaine Scott, Director of Employment & Training Division, has been with KCR for over seven years starting as employment manager and site supervisor for our Work Source Affiliate site in Port Orchard and recently promoted to Director.
She brings 20 years experience working with non-profit agencies in our community; including working with youth and people with disabilities. Charmaine is a graduate of Leadership Kitsap having chosen homelessness as her group project seeing numerous homeless customers come into programs she supervised looking for work. Providing leadership and strong support to teams she supervises, Charmaine has been nominated as supervisor of the year twice by her employees. Helping people become successful is something that Charmaine is passionate about.
 Darlene Cook, Housing and Community Support
Services Director
Darlene Cook has served as the Division Director for 6 years and has been with the agency for 19 years. She has 30 years of Community Action non-profit management experience. She has always had a passion and advocated for low-income people to have choices in their lives. The majority of her background in program management includes staff supervision, program development and implementation, and program specialization providing direct services to low-income families. She has served on numerous state and local community partnerships advisory committees to improve the quality of lives for those in need. She is a graduate of Leadership Kitsap and served two terms as Chairperson for the Kitsap County Continuum of Care Coalition which addresses the needs of the homeless.
 Connie Mueller-Troka, Early Learning and Family
Services Director
Connie Mueller-Troka has been working in the field of human services for over 20 years as a volunteer and as staff. Her career has been devoted to at-risk families and children from newborn to teens. In 1989 she co-founded the Bainbridge Island Teen Center for youth that needed a safe, supervised and drug-free place to hang out, do homework or get a hot meal.
Connie was the Director of Bainbridge Youth Services for 12 years prior to coming to Kitsap Community Resources Head Start/Early Head Start/ECEAP in 2002. She is currently the Director of the Early Learning and Family Services Division encompassing Head Start/Early Head Start/ECEAP, WIC, and The Parenting Place.
 Jim Pariseau, Administrative Services Director
Jim Pariseau currently oversees Human Resources and Food Services at KCR. He holds a degree in Management from Golden Gate University and began his employment with KCR in 1986. A decorated veteran, he retired from the military after 20 years as a Health Care Administrator for the U.S. Navy. His work experience includes operations management and construction project management.
 Mike Botkin, Projects Director
Mike Botkin brings over 26 years of non-profit experience to KCR. He served as Fund Development Director at Martha & Mary in Poulsbo and served several years at the American Cancer Society in Seattle in a fundraising and grant writing capacity. At KCR, his focus has shifted to include capital campaign development and architectural design and construction management.
He also served as President of the Board of Directors for Leadership Kitsap, a non-profit organization that offers a year long educational program for existing and emerging community leaders in Kitsap County. He holds a Bachelor of Arts degree in Political Science and History from Western Washington University, and a Master of Arts degree in Radio and Television from San Diego State University.
 Eugenie Jones, Community Relations and Development Manager
Eugenie Jones brings a richly diverse professional background to Kitsap Community Resources. She is widely known as a published writer with her work nationally circulated by Scripps-Howard Newswire, and additionally appearing in The Kitsap Sun, and The Kitsap Peninsula Business Journal.
Prior to joining KCR, she worked for defense contractors SAIC, McDonnell-Douglas, and successfully owned and operated a performance development firm, contracting with such clients as Bank of America, The City of Bremerton, and the U.S. Navy. She possesses a strong business operations background, with more than fifteen years of experience in business marketing, needs assessment, market strategy design and implementation.
Eugenie holds an M.B.A. and undergraduate degree in marketing, additionally possessing experience in web-design, public relations, communications, and is a favored local keynote speaker. She is active in various volunteer organizations in Kitsap County, a member of the International Association of Corporate Facilitators, a former VP of Marketing with Toastmasters International and has been honored by the YWCA as a “Women of Achievement” honoree.
