Announcement – Request for Proposals

Kitsap Community Resources (KCR) is seeking qualified contractors to provide weatherization services in support of our Weatherization Program throughout Kitsap County.

We encourage all qualified contractors to submit a proposal. Selected contractors will partner with KCR to complete weatherization projects that improve the safety, energy efficiency, and comfort of homes for eligible residents.

How to Apply

To submit a proposal:

  1. Click the Apply button below.
  2. Download print and fill out the application packet along with the accompanying documents.
  3. Submit your completed application by one of the following methods:

  4. After submitting this application you will be contacted from KCR’s Weatherization team regarding the next steps of this application.

Weatherization Program

Affordable housing is defined as a home that takes no more than 30% of a household’s income for utilities, rent or mortgage. Many low-income families in Kitsap County, however, pay utilities and rent costs that are equivalent to up to 60 % of their household budget.

If you are a Kitsap County resident struggling to meet your energy costs the KCR Weatherization program is here to help. This program can help make your home more energy efficient, reduce home energy consumption, and increase the health, safety, comfort and longevity of your home.

Services

Weatherization energy efficiency services can include:

  • air sealing measures such as weather stripping and caulking,
  • insulation measures,
  • health and safety issues such as indoor air quality
  • heating system repairs, and more

Eligibility Guidelines

Kitsap Community Resources Weatherization is available to homeowners and renters throughout Kitsap County according to funding availability, eligibility requirements, and existing wait lists. Rental properties require the landlord to agree to services by signing an agreement contract.

To qualify for the Weatherization Program you will be required to provide income documentation and your total adjusted gross income from all sources cannot exceed the income guidelines listed below.
