Community Needs Assessment 2026–2027
Every three years, Kitsap Community Resources (KCR) conducts a comprehensive Community Needs Assessment (CNA) to better understand the strengths, challenges, and priorities of people living in Kitsap County. The assessment helps identify gaps in services, programs, and policies, and guides KCR’s strategic planning and future investments.
Your Voice Matters
Community voices are essential to ensuring resources and services reflect the needs of the people who live here. We invite all Kitsap County residents to participate in the 2026–2027 Community Needs Assessment and help shape the future of our community.
📅 The community survey opens July 6, 2026.
The survey will be available in English and Spanish, and findings will be shared with the community in 2027.
Focus Groups
In addition to the survey, KCR and community partners will host focus groups to take a deeper look at the experiences and needs of specific populations within Kitsap County. Focus groups are approximately 90 minutes long and may include childcare, refreshments, and participant incentives. Details and registration information will be posted as opportunities become available.

Why It’s Important to Hear from Kitsap Community
For KCR to better serve, we need to critically evaluate ourselves while understanding the community’s assets and needs. For the 2026 CNA, we’re making an effort to approach this work with strategies to engage community voices, especially those who are often left out of the process. Community voice makes an impact on the services and programs offered in Kitsap County.
Focus Groups
Throughout the survey administration (July-October 2026) the CNA survey team will be conducting 90-minute focus groups with community members, grassroots organizations, and leaders throughout the community. These focus groups are intended to take a deeper look into the community service need. They will include translation services and childcare when applicable.
Do you have a group of community members interested in having a one-on-one focus group with the survey team? Please contact ametuku@kcr.org to schedule a 90-minute meeting, we request 6 people minimum for focus groups
Main Partner
We’ve partnered with Kitsap Public Health District, which is interested in the valuable data and community feedback gathered through this survey.
This partnership will breakdown service silos in our community and help to achieve common goals:
- For community to have stake in the resources they receive
- Creating and maintaining partnerships among supporters and providers of services to Kitsap community members
- Identify agency service gaps, set goals and increase capacity to achieve results
- Strengthen community support systems so people can achieve their full potential

WHY ARE THERE DEMOGRAPHIC QUESTIONS?
We ask demographic questions to help ensure that we hear from a diverse range of community members and better understand how experiences, challenges, and needs may differ across populations. This information helps KCR identify gaps, improve services, and ensure that community resources are reaching the people who need them most.

This survey should take approximately 15–20 minutes to complete. We understand that your time is valuable and appreciate you taking the time to share your experiences and perspectives. Your feedback will help KCR better understand the needs, strengths, and priorities of our Kitsap County community and guide future programs and services.

The survey will be open from July through October 2026.

Everyone who lives, works, or has a connection to Kitsap County is encouraged to participate. We want to hear from people of all ages, backgrounds, and experiences to better understand the strengths, challenges, and priorities of our community.
HOW WILL SURVEY RESULTS BE USED?
We are committed to transparency and will share findings with the community through a public dashboard and a Community Needs Assessment report that highlights the top needs, trends, and priorities identified by Kitsap County residents.
